Parents' Day is a US observance that recognizes the work of raising children and the role parents play in family life. Congress created it with a 1994 joint resolution that President Bill Clinton signed into law.
About Parents' Day
Mother's Day and Father's Day honor each parent separately. Parents' Day recognizes parents together, and in practice many families include the grandparents, foster and adoptive parents, and other caregivers who raise children. The law behind it encourages citizens, organizations and governments at every level to mark the day with proclamations, activities and educational efforts that support parents.
The joint resolution, H.J. Res. 398, was introduced in the House of Representatives on August 5, 1994. The House passed it on September 30 and the Senate on October 4, and President Clinton signed it on October 14, 1994, making it Public Law 103-362. The designation now sits in the US Code at 36 U.S.C. 135, which states simply that the fourth Sunday in July is Parents' Day. According to the National Archives, Clinton issued Parents' Day proclamations during his presidency.
Parents' Day is a commemorative day, not a federal holiday, and it gets far less attention than Mother's Day or Father's Day. It is also different from the United Nations' Global Day of Parents, which the General Assembly proclaimed in 2012 in resolution 66/292 and which falls on June 1. Several other countries keep their own parents' days on dates of their choosing.
